Heat the fat. Fry finely chopped garlic and bulgur wheat for 6 to 8 minutes. Fry meat pieces cut into small cubes and add to fried bulgur. Fry well. Add mutton stock, sliced tomatoes, sultanas and salt. Finish off as for rice pulao.
